Which vehicles qualify?
In Pennsylvania, an apportionable vehicle is defined as:
A power unit used in two or more member jurisdictions, and:
- Has two axles and a gross vehicle weight (GVW) over 26,000 lbs, or
- Has three or more axles regardless of weight, or
- Operates in combination with a GVW over 26,000 lbs.
You may also register two-axle vehicles of 26,000 lbs or less if you travel interstate, though this is optional.
2. Establish Pennsylvania as Your Base
To register under IRP in Pennsylvania:
A. Show a physical business presence in the state (a brick-and-mortar office or truck depot, open during regular business hours and staffed by employees. PO boxes and virtual offices aren’t accepted. A personal residence, owned or rented in your name, may qualify as base jurisdiction.
B. Provide three forms of ID matching that address
- If you’re an individual: include your PA driver’s license.
- If you’re a company: provide your Department of State registration.
- Plus: recent utility bills, tax filings, FMCSA correspondence, or property tax documents.
C. Obtain a USDOT number, file Form 2290 for Heavy Vehicle Use Tax (HVUT), and open an IFTA account.
3. Apply for Apportioned Plates
a. Initial Application
- For a new fleet, complete form MV‑550; for a single vehicle, use MV‑550A.
- Submit your documents to PennDOT’s Apportioned Registration Program.
- Same‑day processing is available at PennDOT’s Harrisburg Riverfront Office. If you use a local agent, they’ll courier it to PennDOT.
b. Cycle & Reciprocity
- Pennsylvania’s IRP cycle runs June 1 – May 31 annually for all accounts opened before 2023. Effective March 1, 2023 the PA IRP introduced the staggered renewal cycle for all new accounts. Now, the IRP registration period for all new accounts runs for 12 months from the new account application date.
- Thanks to the Full Reciprocity Plan, all other participating jurisdictions fully accept PA-registered apportioned vehicles.
