Special Needs Parking Privilege Services
The Commonwealth of Pennsylvania offers special parking privileges for individuals with certain disabilities. Rather than deal directly with PennDOT you can utilize our Agency to streamline the process and make it less complicated.
Disability Parking Placards
Handicap Placards are issued to disabled people for their use in any vehicle being operated by or for the benefit of the person with handicap and is only to be used when that person is being transported in the vehicle.
The following is needed to apply for the Parking Placard:
- The MV-145A – Person with Disability Parking Placard Application
- *Need to be signed off and approved by a police officer or an authorized health professional.
- *The approval must be easy to read and legible.
- Valid Pennsylvania driver’s license or valid photo ID.
- *Applications signed in presence of Notary with stamp.
*Please note: All disability cards must be issued by PennDOT in their Harrisburg offices. All paperwork that we process is sent via messenger and can take anywhere from 2-4 weeks to be returned back to our office for you to pickup.
Disability Registration Plates
Disability Plates are linked to a vehicle record and the disabled person must be listed on the vehicle record as a registrant.
Please note: If you are the parent of the adult charged by law with the natural parent’s rights, duties and responsibilities or acting on behalf of a minor child (under the age of 18) in lieu of the natural parents, you must be listed on the vehicle records as a registrant.
The applicant will need to come to the office with all the following:
- The MV-145 – Application for Person with a Disability or Hearing Impaired Registration Plate or a Person with a Disability Motorcycle Plate
- *Must be signed off and approved by an authorized Health Care Provider or Police Officer and it is important that the sign-off is legible.
- Individual’s valid PA Drivers License or valid PA Photo ID.
- The current registration card to the vehicle from which you are requesting the registration plate.
*Please note: Our office utilizes messenger service to deliver forms and fees directly to PennDOT which normally takes 2-4 weeks to be returned to our office for you to pickup.
Disabled Veteran Registration Plates
These plates are issued to individuals who have any percentage service-related disability, recognized by the VA office regional administrator (Phila. or Pittsburgh) or unit where the veteran served. These plates do not offer any special parking privileges.
The applicant needs to come to the office with the following:
- The MV-145V – Application for Disabled Veteran, Severely Disabled Veteran Registration Plate or Severely Disabled Veteran Motorcycle Plate Decal
- *approved by a VA regional administrator (Phila. or Pittsburgh), or approved by the service unit in which the Veteran served, or photocopy of Veterans disability award letter. All photocopies certification signatures must be legible.
- A valid PA Driver’s License or Photo ID.
- The current registration card to the vehicle from which you are requesting the registration plate.
*Please note: Disabled veteran plates issue directly from PennDOT which normally takes 2-4 weeks to be returned to our office for you to pickup.
Severely Disabled Veteran Registration Plates
These plates are issued to individuals who have a 100 percent service-related disability, certified by a Veterans Administration regional office administrator (Philadelphia or Pittsburgh) or service unit in which they veteran served.
The applicant should come to our office with the following:
- The MV-145V – Application for Disabled Veteran, Severely Disabled Veteran Registration Plate or Severely Disabled Veteran Motorcycle Plate Decal
- *approved by a VA regional administrator (Phila. or Pittsburgh), or approved by the service unit in which the Veteran served, or photocopy of Veterans disability award letter. All photocopies certification signatures must be legible.
- Your valid PA Driver’s License or valid PA Photo ID.
- The current registration card to the vehicle from which you are requesting the registration plate.
*Please note: Severely Disabled Veteran Registration Plates can only issue directly from PennDOT which normally takes 2-4 weeks to be returned to our office for you to pickup.
