  1. Original Documents and Fees Are Sent to Our Agency

Once the initial review is complete, the dealership mails the original dealer documents, title or MCO/MSO, and applicable fees to our agency for final processing.

  1. The transaction is processed

Eligible transactions are processed electronically. Transactions requiring manual PennDOT review are prepared and submitted through the applicable method.

  1. Credentials and status updates are provided

Registration credentials, plates and completed documents are delivered according to the arrangement established with the dealership.

To process the title and registration for your Pennsylvania customer, the following documents and information are required:

  1. Front and back of the executed title or MCO, with the dealer reassignment completed and wet-notarized.
  2. Dealer bill of sale and required dealer odometer disclosure.
  3. Lienholder information. The electronic title will be sent to the lender if they participate in Pennsylvania’s Electronic Lien and Title (ELT) Program.
  4. Front and back of the customer’s Pennsylvania driver’s license. The images must be clear, and the address must match the new registration.
  5. Clear image of the VIN plate on the vehicle. The VIN must match the new registration. For trucks, please make sure the GVWR is visible on the VIN plate.
  6. Insurance ID card for any vehicle the customer currently insures in their name.
  7. Notarized Power of Attorney authorizing me/the agency to complete the title and registration documents. All Powers of Attorney must be originals with a wet notary stamp.
  8. A prepaid overnight envelope for sending the customer’s license plate and registration.

Yes. As part of our Dealer Registration Services, in-transit plates are only issued to purchasers who are not licensed in PA but purchase a car in PA and require a 60 day in-transit plate to legally drive back to their state to make arrangements with their local DMV.
