MV-1 vs. MV-4ST: Which Pennsylvania Title Form Does a Dealer Need?

Your customer has selected a vehicle, agreed to the price, and arranged payment. Before you finish the paperwork, one question matters: does the transaction need MV-1 or MV-4ST?

For standard Pennsylvania retail title applications, use MV-1 with an MCO/MSO or an out-of-state title. Use MV-4ST with an existing Pennsylvania title. The ownership document, rather than the dealership’s address, guides the choice.

PennDOT’s 2025 report lists 4,266 used-vehicle dealers and 1,361 franchise-new dealers statewide. Whether you run an independent lot or a franchised dealership, understanding these forms is an important part of motor vehicle titling and registration.

When Does a Dealer Use MV-1?

MV-1 is Pennsylvania’s Application for Certificate of Title. Dealers use it when applying for a Pennsylvania title using a Manufacturer’s Certificate or Statement of Origin, commonly called an MCO or MSO, or a title issued by another state.

For example, imagine a Montgomery County dealership selling a new sedan to a Pennsylvania resident. The ownership document is an MCO, so the application uses MV-1. A used SUV carrying a New Jersey title also follows the MV-1 process when the buyer applies for a Pennsylvania title. These examples follow PennDOT’s guidance for new and out-of-state vehicles.

For an out-of-state title transaction, confirm that the original title is available. PennDOT requires it to be surrendered with the application, subject to its specific procedure when a lender sends the title directly to PennDOT. A customer’s ordinary photocopy is not a substitute.

When Does a Dealer Use MV-4ST?

MV-4ST is the Vehicle Sales and Use Tax Return/Application for Registration. It accompanies an existing Pennsylvania certificate of title when ownership is transferred to a buyer obtaining a Pennsylvania title. Despite its name, it forms part of the title-transfer paperwork—not just the registration paperwork.

For example, a Bucks County dealer selling a Pennsylvania-titled trade-in to a local customer would generally use MV-4ST with the properly assigned title. For this type of PA car title transfer, the form does not replace the title or eliminate the required buyer and seller information.

Registration can be requested during the title transaction. PennDOT identifies Section F of MV-4ST for requesting a new plate or transferring an eligible existing plate. For new or out-of-state vehicles, the corresponding registration request is made in Section G of MV-1.

Does an Out-of-State Dealer Always Need MV-1?

No. Do not choose the form simply because the selling dealership is outside Pennsylvania.

For a standard sale to a Pennsylvania buyer, examine the current ownership document first. An out-of-state title points to MV-1; a Pennsylvania title points to MV-4ST. A dealership’s location does not turn a Pennsylvania title into an out-of-state title.

This guide focuses on ordinary retail transactions. Have wholesale inventory, salvage, and unusual ownership situations reviewed separately rather than forcing them into the same process.

Can Dealers Download These Forms?

PennDOT limits access to MV-1 and MV-4ST to authorized agents. Its form-ordering instructions require the appropriate dealer, business partner, or agent identification information and authentication. An authorized agent is under contract with PennDOT.

Dealerships should work through their authorized title-processing operation or a PennDOT-authorized auto tag agency. Do not assume that a form found on an unrelated website is an acceptable submission document. Confirm the correct form and processing method before collecting customer signatures.

What Should Your Title Clerk Check?

Customer Identification

PennDOT requires readable copies of the front and back of the accepted identification credential with title or registration applications. A valid Pennsylvania driver’s license or Pennsylvania photo identification card is acceptable; PennDOT also lists certain other credentials.

The customer’s identifying information must match the application. An address change may require updated identification information before processing. Check this before the customer leaves, not when the packet is ready to mail.

VIN Verification

For out-of-state vehicles, PennDOT requires verification of the vehicle identification number. Its guidance allows a VIN tracing or specified verification procedures.

A VIN photograph alone is not automatically sufficient. PennDOT’s photograph procedure requires a certified inspection mechanic’s signature and date following physical verification. Different approved verifiers apply when the vehicle is outside Pennsylvania. Confirm the applicable method before submitting the application.

Proof of Insurance

Before issuing a temporary registration or transferring a plate, the agent must receive acceptable proof of insurance. PennDOT lists documents such as an insurance identification card, a policy declaration page, or an acceptable insurance binder. Check the names, vehicle information, and coverage dates before sending the packet.

Signatures and Financing Details

Review the title’s assignment, required mileage disclosure, and lien information. Pennsylvania title signatures require notarization or permitted verification; out-of-state title notarization requirements vary. For a participating electronic lienholder, include the required Financial Institution Number, or FIN.

Treat the lender’s details as essential transaction information, not something to fill in later.

What Deadlines, Taxes, and Fees Matter?

The dealer filing deadline is 20 days. Under Pennsylvania Vehicle Code Section 1103.1(d), a dealer must mail or deliver the title application to PennDOT within 20 days of the purchase date. This is a submission deadline—not a promise that PennDOT will issue the title within 20 days.

Keep a submission log so your staff can follow up on unfinished transactions.

Motor vehicle sales tax is generally 6%, increasing to 7% for Allegheny County residents and 8% for Philadelphia residents. Applicable trade-in treatment can affect the taxable amount. Check the buyer’s residence and transaction details before quoting the total.

PennDOT currently lists $72 for original title issuance. Registration, applicable lien charges, taxes, and agency service fees are separate considerations. Confirm current charges for each transaction rather than treating the title fee as the complete cost.

A Simple Check That Can Prevent Returned Forms

Choosing the correct form is only part of preparing a readable submission.

In Bulletin 24-05, issued February 2024, PennDOT warned about MV-1 and MV-4ST forms printed with ink too light to read. Faint entries can disappear when scanned into its document system. PennDOT advised agents to inspect printouts daily and said illegible forms may be returned for resubmission.

Make print quality part of your final review. Look at the actual completed form, not only the information displayed on a computer screen. Check every page before adding it to the outgoing packet.

Can MV-4ST Replace a Missing Title?

No. A missing title needs the appropriate duplicate-title process, not a different retail application form.

PennDOT provides MV-38D for qualifying Pennsylvania registered-dealer requests. Its instructions say the previous owner’s title must have been in the dealer’s possession, and supporting acquisition records are required. Confirm eligibility before using it; other situations may require action by the owner or lienholder instead.
